In Michoacán, Mexico, physician José Mireles helps lead an armed citizen movement against the Knights Templar cartel. Across the border in Arizona, Tim Foley organises a patrol group with its own ideas about protecting the community. Matthew Heineman follows both groups as their actions expose the uncertain boundary between resistance, authority and violence. The documentary observes confrontations and internal tensions, asking what happens when people who distrust public institutions decide to enforce justice themselves.
